Update README for Ubuntu Focal

Mention that the playbooks work fine on Focal, and also add a
recommendation for base system upgrades.

### Base system upgrades
If you want to upgrade the base operating system of the platform that
Taiga runs on (say, upgrade from Ubuntu Bionic to Ubuntu Focal
in-place), you *should* be able to do that [in the usual
