* oscap-anaconda-plugin uses the 'Name' from .buildstamp, and has some
  logic to take the first letter of each word, for names with spaces in
them.

- Re-enable native RHEL8 content to allow remote scanning
- Adds native Rocky 8 scap definitions based on the 0.1.54 release

The results of this SCAP definitions should now be in parity with a
RHEL8.4 system's featureset.
