Add 9.4, change vdo

Adding 9.4 comps.

Changes made in applicable comps to prevent vdo and kmod-vdo from
showing up (by default) on aarch64. This is based on 9.4 beta comps
checks. This unfortunately will cause our 9-LH to diverge slightly.
