reintroduce kernel* packages for the devel package

kernel-mainline should provide the following additional (version matched) packages:

kernel-devel-aarch64
kernel-devel-uname-r
kernel-devel

By not providing these packages, upon installing the matched devel package, RHEL's "LTS" package's -core and other "missing" packages would get installed, instead of kernel-mainline's devel packages. Which is probably not what the user intended if kernel-mainline is what they have installed.

This is the only semantic difference I found when I diffed the current spec file with ELRepo's spec file. So credits to the original author of that.

I have discovered that a few more things are missing. More updates will follow. Please do not merge yet.
