Rebase SCAP content on 0.1.54

scott shinn requested to merge sshinn/scap-security-guide:update-0.1.54-content into r8
  • Re-enable native RHEL8 content to allow remote scanning
  • Adds native Rocky 8 scap definitions based on the 0.1.54 release

The results of this SCAP definitions should now be in parity with a RHEL8.4 system's featureset.
